Position Overview

The primary responsibility of this role is to identify, lead and manage the development of accurate and timely major project estimates and submit competitive bids and operational delivery proposals for our client-base.  Be the main interface for major project bidding activity.

Key Responsibilities

  • Determine and price value engineered alternatives to plans and specifications to demonstrate to clients’ commitment to value engineering. 
  • Enhance current major projects tendering process to improve company’s ability to win work.
  • Hold and contribute towards pre and post tender bid meetings with clients and their representatives in pursuit of securing work.           
  • Grow the capacity of the supply chain to diversify IUS’ capability for delivery of complex solutions and to achieve best value.
  • Demonstrate excellent negotiation skills to negotiate and conclude securing of opportunities for the supply of works, goods, materials and services. 
  • Ensure appropriate chasing down to understand the status of bids post submission, until opportunity is closed.
  • Aid the analysis of commercial terms with the context of the intended scope to ensure contractual obligations are transferred into delivery.
  • Ensure contractual requirements are reflected into estimates and marked for attention as part of handover process with operational team.
  • Formulate early view of intended delivery team and work alongside to upskill the understanding of submissions with plans and programmes flowing through to delivery and avoiding a transactional handover. This is to ensure the business is “fit for construction.
  • Assist the Tender & Estimating team to meet the financial targets so the business can achieve growth targets.

Core Deliverables:

  • Develop and maintain effective key client relationships, in the pursuit of securing major projects work.
  • Act in a manner that promotes best practice in relation to safety performance.
  • Ensure Major Projects Experience in the utility construction industry with a complete understanding of gas, water and electric distribution infrastructures. Experienced with scheme finance and commercial management.
  • Ensure cash management is a consideration when sanctioning bidding opportunities.
  • Create hand over culture aimed at ensuring operational delivery can successfully delivery the project.
  • Talent profile of all resources maintained, with high growth potential assessed and actively managed.
  • Utilising standard quotation letters, submit bespoke proposals/quotations to clients.

  • Able to identify the requirements of the project
  • Direct estimating resource in the pursuit of major project bidding activities.
  • Accurately prepare quotations considering all costs associated with the delivery of the project.
  • Provide detailed hand over project files to the Project Management Team to allow for a successful delivery of the project.
  • Correspond and negotiate with clients, suppliers, contractors and colleagues.
  • Manage situations when workload presents conflicting demands on time availability, demonstrating an ability to effectively prioritise and schedule.
  • Monitor progress and implement controls to ensure tasks are achieved to time cost and quality.
  • Develop and select effective solutions to problems and to manage risk.
  • Work with others to develop knowledge and skills throughout the team.
  • Deliver efficient and effective customer service.

Essential qualifications & attributes

  • Knowledge of Low Voltage and High Voltage (HV & EHV) distribution networks and protection systems
  • HNC (or equivalent) in Electrical Engineering
  • Experience in the construction industry. Experience in management of a team, technical expertise relevant to estimating
  • Civil Engineering/Utilities experience
  • Knowledge of Contract Law, Health & Safety awareness and CDM Regulations
  • Forward planning to ensure tender timescales are met
  • Commercial awareness
  • Full UK driving licence

Desirable qualification & attributes

  • Chartered Engineer status
  • Experience in the utility construction industry with a complete understanding of gas, water and electric distribution infrastructures. Experienced with scheme finance and commercial management.
